Put the event classification ahead of the color palette
Arlington Heights Park District explicitly includes indoor events, groups of 25 or more, and commercial uses of any size among activities requiring a permit. Its rental directory covers meeting rooms, banquet facilities, gyms and outdoor shelters. A staff appreciation gathering should therefore be described as a business event from the start, even if the guest list is short. Send the facility supervisor a layout showing the proposed decoration footprint and circulation space.
Build approval time into the brief
The district asks for a signed rental application at least ten business days before an event. That is a submission requirement, not a promise of acceptance or decorator access. Decide who is applying, who can approve the floor plan and when supporting documents are due. Keep the initial balloon proposal adjustable until the supervisor confirms the location, vendor conditions and the space that can actually be used.
Treat a public activation as more than a room rental
For events open to the public or with at least 100 total guests, the district lists a Large Event Rental Addendum. A sponsor wall, registration arch and rented furnishings should be drawn together rather than ordered as unrelated pieces. Show the queue, staff position and exits on the same plan. Ask specifically about anchored items and outside vendors; a decorative installation should not be assumed exempt from event review.

Frequently asked questions
Does a small corporate gathering avoid the park permit process?
Not under the district's published commercial-use category, which applies regardless of participant count. Tell the rental supervisor what the business is doing and where. We can scope a compact branded display after the permitted area and vendor conditions are established.
Can we reserve the space simply by requesting balloon decor?
No. Decoration planning does not reserve district property. The district says it cannot hold a space until the correct facility or supervisor receives a completed application. Keep the venue booking and decoration proposal separate, then reconcile their access and removal requirements.
